Speaking at a security conference at Maria Curie-Sklodowska University in Lublin, eastern Poland, on Friday, Kosiniak-Kamysz said the new institution would function as "a military university — a university of security for civilian services, non-governmental organisations, and local governments."

He added that around 40,000 village administrators would be trained there to strengthen Poland's security, mentioning that such courses have already begun at the War Studies University.

Kosiniak-Kamysz also said a bill to establish the Military Medical University in Lodz, central Poland, had been added to the government's legislative agenda and could reach parliament within weeks. The new institution, he said, would focus on battlefield medicine and the training of medical personnel.

"We will not build a safe Poland without the involvement of all citizens and without the participation of universities in creating appropriate shelters and refuge facilities," he said, adding that one of the key missions of universities should be to promote public awareness of security issues.

According to the defence ministry, transforming the War Studies University into the National Security University will enable advanced research and education in defence, security engineering and civilian protection, conducted in cooperation with allied countries' defence institutions. (PAP)
